The driving force behind the ratification of the Convention on Cluster Munitions by 111 states, including several of Ukraine’s allies, is the humanitarian concern for civilians in war-torn nations and their post-conflict situations. This convention prohibits the use, production, transfer, and stockpiling of cluster munitions.
The decision of the Biden Administration to transfer cluster munitions to Ukraine represents a backward move that undermines the significant progress achieved by the international community in safeguarding civilians from these hazards, both during and after armed conflicts.
