Among these individuals, we can cite King Abdullah Hashemi of Jordan and Joseph Burrell, the foreign policy official of the European Union. An essential aspect to consider in this context is the potential significance of cutting off water and electricity, vital elements of everyday life in residential areas. Such actions may represent a strategy by this regime to undermine Balad or to forcibly displace the civilian population of Gaza from their land.
It is important to highlight that forced displacement is considered one of the examples of crimes against humanity, as outlined in Article 7 of the Statute of the International Criminal Court in The Hague. Additionally, it is crucial to understand that in the context of a crime against humanity, the targeting does not have to be specific to a particular group. Instead, a broad civilian population, encompassing significant and diverse human masses, can be the victims of such crimes.
In instances of crimes such as genocide, the targets are typically limited to one particular ethnic group or race, as evidenced by the atrocities committed during the Anfal operation by the Iraqi Baath regime in 1991. However, in the context of the actions of the Israeli regime against the people of Gaza, the scale of the wrongdoing exceeds that of genocide. Furthermore, it’s important to note that perpetrators of crimes against humanity are typically governmental bodies or established political regimes.
Indeed, perpetrating such crimes demands extensive organization and planning, often involving the mobilization of military and human resources, which are typically only available to governments. Hence, from any perspective, the act of cutting off water and electricity for civilian residents of Gaza constitutes a stark example of a crime against humanity. The Israeli regime has fulfilled all the elements necessary for the execution of this act against the civilian population of Gaza.
